What's EAP (Employee Assistance Program, EAP)
Employee Assistance Program(EAP) is a long-term, systematic service plan which provides both individual consultation services and service plans for various management issues. EAP is first developed from Occupational Alcoholism Program (OAP), and now evolved into providing more diverse services. 85% of Top 500 companies in the U.S. provide EAP services for employees and their family members. According to the research, organizations providing EAP services for their employees significantly reduce turnover rate, absenteeism, and accident rate.

EAP in Taiwan
In the early years, Taiwanese government promoted Labor Life Assistant Plan to help young workers to accommodate themselves to the life of manufactures. The assistants were voluntary staffs. However, due to reasons such as short of staff, deprecation from supervisors, and lack of correct operating procedure, only a few companies, such as Taiwan Power Company and Panasonic Taiwan Corporate continue the plan. It was not until 1995 Council of Labor Affairs (CLA Executive Yuan) started to promote EAP services, including sponsoring seminars, workshops, EAP professional training courses, etc. The first EAP non-profit organization was therefore established, and soon after that, a foreign EAP company set up a branch in Taiwan. In addition, since 2003 Central Personnel Administration (CPA Executive Yuan) started to require subordinate organizations to implement EAP services, which means that EAP services are becoming more and more important in government and companies.
